OCTOBER 16 2001 COUNCIL MEETING

Meeting Started at 2000.
REVIEW LAST MEETING'S MINUTES: John sent out by email. Some folks needed
to processed several times, but if you did not receive, the minutes are now up
on the website.
WEB SITE: New and improved so take a look ASAP. Thank you Matt for your
great work.
MASTER ROSTERS: A number of systems need to make sure rosters, especially
master rosters, but including game rosters are complete (numbers, columns,
etc.). This is especially important as playoffs are getting closer and these
documents come under very close scrutiny if not already.
GAME SCORE REPORTING: With playoffs nearing and shootouts possibly
pending,
it is important that game scores are reported on Saturday evening if possible so
following games can be scheduled. Sunday MORNING at the latest.
SCHEDULE REVIEW: Shootouts will be needed at the semi-pro level if
Inglemoor beats 5 star and Bothell also wins this weekend. This shootout would
take
place at Bothell high school on Monday 10/22. Teams would report at 1830 for
warm-ups with games beginning at 1900. As for the rest of the levels, the
shootout would be at Interlake High School on Monday, 10/29. The games would
begin at 1800 if needed. Quarter finals for all levels EXCEPT semi-pro
(semi-finals for semi-pros) will occur on 11/3. Teams are encouraged to get
fields if possible. Semi-finals for all levels except semi-pro (finals for
semi-pros) will occur on 11/10 with following locations:
Rookies/Cubs@ Samamish
Sophs/JV@ Liberty
Varsity@ Eastlake
Shawn needs to know by the end of this week if any of the teams not in the
championship quarter-finals DO NOT want to participate in post-season play. This
would include anyone who makes winner's bracket, but does not wish to continue
if they lose the first week. We also need to know if anyone does not wish to
participate in the shootout or if they wish to flip a coin instead.
GAME STARTING TIMES: There is no rule against starting early so you may
want
to warn your coaches that if days schedule is tight (do to other field use by
HS), and both teams are present and have weighed in, a game may be started up to
15 minutes earlier than scheduled. This will be very rare when we get late
notice from the school district that we have to be off the field by a specified
time. We want to give the last game of that day every chance of being a full
and complete game.
GAME JERSEY COLORS: By next year, all teams should have home and away
jerseys so there is no confusion about primary (home) and contrasting
(visitor) colors.
COACH AND PLAYER BEHAVIOR-SPORTSMANSHIP: Two attachments were included in
this weeks handouts outlining proper behavior as defined by NFHS rules and how
it relates to the role of the officials. Bottom line, after much discussion, is
that we need to treat each other and the referees with respect to set a good
example for the players. Any behavior deemed as being negative will come under
scrutiny and depending on the mood of a particular individual at that particular
time, may result in that conduct being questioned and even penalized. I think
deep down we all know what is proper behavior, but we also need to make sure our
coaches and parents know this, as well as our players, through appropriate
communication within our systems.
Ed Rafferty reported on the grievance committee activity and indicated that we
could eliminate alot of what is being dealt with if the systems did a better job
of internal policing of and communication with our staffs. Weekly meetings
reminding our staff's of appropriate behavior would assist in this area alot and
maybe the grievance group would get a week off. An offending coach and player
have been suspended for the remainder of the season in a particular system. One
player is ineligible this week at the Varsity level for Bothell so if you play
them, check with Bill Kusulos for details. Bellevue Wolverines had to deal with
a Varsity issue and team trimming, but no rules violations were uncovered.
OFFICIALS: We need more, especially adult officials, so recruit if you
can.
WINTER MEETINGS/COMMITTEE WORK: Documentation will be needed in several
areas to be outlined at the next meeting.
EARLY SIGN-UPS: In order to help with scheduling next year, all systems
are encouraged to have early sign-ups. WE had several that did not declare
additional teams until well into August which caused the schedule to come out
late. It also made it difficult to know if we had enough officials or not.
OTHER BUSINESS: Phil Christensen will be back next year to help with
PNFOA referee issues. Remember if you have a disciplined player for a game, the
quarters must run consecutively starting with the first.
