Minutes of the last meeting
(September 6, 2004) attached; dispensed with reading/review; send comments to
John – highlights of the meeting were captured and sent out by John in email.
Administration
- WSP forms – all should
be turned in by now, there is no easy way to check these, Code of Conducts,
Master Roster should all be done. Some information such as coaches and
uniform numbers missing from Master Rosters. Boys and Girls Club fees are
all in. Referee/field use fees – John will contact the system(s) that
still owe monies. John does not want to wait until the end of the
season and have to try and collect them at that point. They need to be paid
so that the bills can be paid. All of the above are past due and need to be
completed ASAP.
- System Board and
volunteers rosters – please turn these in if you haven’t already. This will
ensure they are all covered under the Boys and Girl’s Club if they are on
the roster.
- Chain of communication
– complaints from parents, coaches, Systems – solve at lowest possible
level- System to System- let your folks know the “chain of command.”
- Parking at
schools/fields and general compliance with field rules – please follow the
rules and park in approved parking only. There have been some issues with
folks parking in no parking zones and emergency vehicles were needed and
couldn’t gain access. These cars will be towed in the future. Make sure
that you inform your parents/coaches.
- Concern was also
raised regarding the children running free at the High School fields and
playing on the HS equipment. If one of these children gets hurt and someone
sues the School District (and/or GEJFA), this will severely impact our use
of the HS fields. Please make sure your parents abide by the direction of
the Field Managers, those provided by the host System and especially those
provided by the School District.
Game schedule
- Schedule changes –
Lost a Varsity team and some schedule changes were necessary. Those who had
games against Bainbridge Island will get win by forfeit, but will play
against the teams that had byes. No more inter-league games for the
Varsity. Please check the schedule and make note of any changes. All
schedule changes are posted.
- Exchange games-
Seniors only. This is still being worked on by Shawn.
- October 2 Jamboree -
Shawn has meeting tomorrow with organizers, he will update everyone with
details by email. A handout was given to all parties involved. Players
need to be in uniform and Coaches need to have the pass that was handed out
by Shawn. There is a $5 charge for older kids and adults.
- Game 9 – There is a
game for everyone; please make sure that coaches/players/parents are aware
of this. This is not an optional game.
- Championship field
backup – some discussion on back up fields for the Championship field in
case the High School has playoffs at Pop Keeney on our Championship Day.
Possible Mt Si? For Semi-Finals – Eastlake may be available?
- Fields – last minute
loss of fields can create a last minute schedule of games. This has
happened in the past.
- Players and kids need
to keep off of the HS equipment on the fields. This applies to all fields.
- Make sure parents know
who is in charge.
Game Reports
- Most, if not all, is
operator error vs technical difficulties; about 80% of the reports post
consistently without problem. Seek help when needed; Billie Hartline is
available for assistance.
- Missing reports –
penalty for repeat offenders?? – good idea?! More discussion to follow.
Tracking to see if it is the same systems with issues.
- New system working but
we are struggling to get 100%. Please get the reports in Saturday evening.
This becomes critically important at game 8.
- Bob Goldberg is taking
the issues raised by the Game Reports to the refs. Please submit
information good/bad on the game report, they are read and addressed.
- No whistles are
allowed at the game fields. Please do not allow coaches to use whistles
during warm up at the fields on game day. This confused the players when
they hear whistles that are not the refs whistles.
Sportsmanship (handout)

Grievance Committee Report
o
Coach ejections/suspensions – lets
not have any more of these…Swearing will not be tolerated….officials have been
advised to enforce zero tolerance.
- Communications to and
from the officials – ask for an official time out; however, they do not have
to grant you one. Accept the call and move on. Report problems in Game
Report.
- General behavior –
Unsportsmanlike conduct will not be tolerated at all.
- Overweight players –
see below – John sent out an email regarding this. If kids are not playing
due to being overweight you need to move them up to the next level.
- PA System –
play-by-play announcing during live ball activity is unacceptable. Coaches
can bring to attention of officials and officials can address, including
terminate PA System.
- Know the Rules
(regardless, don’t argue with or ride the officials).
- ZERO TOLERANCE !!!
Overweight players
- Don’t play them – it
is a violation of the safety rules to allow any player to play overweight.
The coaches, weigh master and system heads will go to grievance if they
allow kids to play overweight.
- Move them up, so they
can play.
Registration – 26 players
before closing – need to review for more enforceable rule – No formal
complaints, some grumblings, but we need to discuss this in the off season to
come up with a rule so kids aren’t turned away.
Splits

Geographic vs drafts – we will
visit this in more detail in the off season. Some systems draft and some split
geographically. We will discuss how they worked out.
Substitution Rule – equal
playing time for players; examples for clarification are provided in document on
the website. Everyone must follow the substitution rule. If you don’t, you get
to go to Grievance; penalties can include suspension, game forfeiture. Kids
should be playing more than the minimum number of plays.
Jerseys – Remember next
year (2006), all systems must have two different colored jerseys, generally one
dark and one light for home and away. Two tone jerseys should in most cases
satisfy requirement for two jerseys.
Officials
- Safety infractions –
butt blocking, face tackling, spearing- will not be tolerated…. The
definitions of illegal actions involving the helmet are:

Rule 2-39: "Spearing is the
intentional use of the helmet in an attempt to punish an opponent."
▪
Rule 2-41-2: "Face tackling is
driving the face mask, frontal area or top of the helmet directly into the
runner."
▪
Rule 2-3-8: "Butt blocking is a
technique involving a blow driven directly into an opponent with the face mask,
frontal area or top of the helmet as the primary point of contact either in
close line play or in the open field."
- Judgment - no
protesting judgment calls. What the ref calls goes (Rule 1-1-6), right or
wrong.
- Concessions –
Officials get everything for free….please let John know of any abuse. Some
of the younger officials eat more. There was some discussion regarding
either paying the officials more or feeding them. Most felt that we didn’t
mind feeding them.
- Always can use more
officials; remember many of these young people are first year and in
training.
